Did you get it from eBay? The one on Amazon says version 2 with Bluetooth. Also, it's quite expensive so why don't you return it for a refund, perhaps you were sent the wrong version. See here, v2...

I don't know with Windows 95 but I can tell you that it works perfect with Windows 3.11 under dosbox. I was playing MS Hearts on it for a long time with a bluetooth mouse and found no issues.
