I am having this issue too.
I'm using the cpu-mem applet too, and I'm getting CPU spikes CONSTANTLY.
Switching through apps are painfully slow a lot of the time, since the N900 sometimes won't...

Following your exact steps, cache and all, I can reproduce this scenario 100%.
The browser goes down to idle quickly the first time, but stays fully loaded for at least 15 seconds on subsequently...
