Is there any possible way free up little RAM memory?
Like no desktop backround at all? Generic icons? Or even no desktop at all?

I had run Linux in 16 MB RAM memory with GUI, so where we need 256MB RAM in maemo?

The good folks at Nokia designed Maemo with a particular idea in mind for how to set up a Linux environment with all the bells and whistles people today expect from "smart" phones. There are various ways to tweak Maemo, but if you seriously want to design your own desktop (or have none at all), it would probably be easier to just install your own copy of Linux. For example, there's an effort underway to create an Arch distribution for the N900:

Edit: Sixwheeledbeast's suggestion to use cssu-thumb is probably the best way to run full Maemo and still reduce memory usage!

You can save ~1 MB of RAM by adding cgroup_disable=memory to the kernel command line.
