Not yet, but it will work like that in the future. All devices will eventually sync the message backlog. So if your server is online to receive message and your phones comes on, the phone will fetch missed messages from the server.
Yeah, that sounds like a good enough solution - while still being distributed & preventing an easy DDoS.

It might actually be easy enough to enough to explain to & use for less technical users. Something like: "If you want to get messages sent to you when you are offline you need an answering machine - just run ring on a old tablet at home somewhere and you are covered."

Side effect - more always online nodes in the ring network.
