Yes, that is only the outer shell.
Is that a problem? Since that is the only thing that needs replacing.

Not a problem at all, it's just more work.

With just the outer shell you will have to replace all of the part including the chassis which involves heating the back up and removing it from the glue. If you buy a full housing like I did includes a new speaker, flash, antennas, buttons and trays. Side note - I got the full housing and the wifi antenna is horrible (5m away from router - no signal, another person had the same problem). Two people also reported problems with the headphone jack. My GSM antenna seems slightly better though
