When you do the following in terminal what does it give you?

devel-su -c /usr/sbin/pasiv

It could simply mean that the file location is incorrect...

Try saving the file you want to incept to /home/user/MyDocs/

then:
devel-su
/usr/sbin/incept /home/user/MyDocs/NAME_OF_PACKAGE

i have tried this to i can see the file is ther but always is the same thing
sh: incept:not found

hey guys what happens if I flash the N9 (firmware only) with inception and unrestricted system ui installed? It's better to uninstall these ones before?

You can just do a rootfs.bin only flash...No need to uninstall those two...
