Seriously, try the contour-nerv from devel, if the general look is suitable, I'll do a green version with the scanlines included and perhaps the icons too if you want me to use them.

had a play around with the web and contacts windows, not looking as good as id hoped yet, maybe if we can adjust the web and contact window size and screen position to fit the small pipboys:

I know this post won't win me a popularity contest, but the whole idea of a Fallout3 theme is to have the N900 look like a pipboy.
While I truly appreciate the effort Leetut, I think this is where you're going about it the wrong way. Don't try to put a pipboy border around every icon, and don't reuse Fallout3 icons for app icons. The end result is campy, and doesn't really capture the Fallout 3 mood.
The blackberry theme you linked is as close to perfect as it'll get. If you can replicate that, or something close to it, that would be great.
Edit: Leetut, that last screenshot shows a lot more potential. Now if you'd give the icons that green monochrome look it would work much better.

but i know nothing about theme making!
im just posting random stuff here to give andrew and joppu some heads up on what fallout is about, im hoping they go the blackberry style route too
