Portrait mode lock would be nice, so that the screen won't rotate even the phone is in a landscape.

Any ideas what is drawing this animation?

I supposed it could be osso-systemui-splashscreen (closed source package), I just removed it, and I didn't notice anything changed.
Some entries from its changelog:
* Fixes: NB#140533 Nokia logo should come instantly
* Fixes: NB#135992 Shutdown tone is played twice
* Fixes: NB#127087 Shutdown splashscreen not drawn to the screen during shutdown

--
Then there are open source package hildon-welcome which plays starting video (handshake as default). I removed hildon-welcome and then it skips video, but dot animation is still there.

Maybe opendns as a dns provider in /etc/resolv.conf (nameserver 127.0.0.1 very often fails)
