I think it really comes down to preferance I mainly use Gimp because it is what I'm used to. I have started using inkscape some more now. For the easy color replacement

I agree that Photoshop is not the ideal software to make themes. I completely understand where it would be a preference to use freely accessible software. There is a bit of a learning curve involved though. I tried Inkscape a while back, and I couldn't figure out how to make nice graphics. There were no "preset" effects that I could find that made for impressive results. The interface seemed very limited. I understand that people use the software all the time, and it fills their needs. I'm just not that used to it, and I would think that having another type of file we can make themes from (.PSD & .SVG) would just be a bonus. In summary, if anyone has the time, it would be greatly appreciated if you could make a .PSD layered version of the theme. Thanks!

I apologize for deviating this thread somewhat and would like to add that I love the 'classic theme'!

The development themes are all done in Inkscape and a couple of themes that are based on it should hit the Ovi store soon (well, when Ovi store goes live). I hope we can get at least one template open sourced, and I am quite optimistic about that (work is under way).

Inkscape is actually really good for making sharp looking widgets, if you know exactly what you want to accomplish. Photoshop is fine too, and the filters can be a very powerful helper. Unfortunately Gimp doesn't have anything comparable to these filters, so I personally wouldn't enjoy working on a theme template with Gimp.
