No it's not.

The lack of integration across the site is abysmal. There's no advanced search option at the site level. Get Help on the main page never mentions that there's a wiki instead seemingly directing unfortunate n00bs to Bugzilla. That page's breadcrumbs indicate that it is a main category (Support) off of the main page but it doesn't appear in the top navigation bar. It also has a documentation link which doesn't link to the documentation but, instead, the middle of the wiki. There you find a seemingly helpful subcategory labeled Beginners but clickin on the + sign next to it shows No Subcategories (you have to click on the word Beginners for it to work). And that's just for starters at the high level.

Yes it is confusing for a non-developer or any newcomer.
