I went to UPS store today to see the shipping cost of my N800 to Bulgaria and they said since it is used it is considered a personal effect and Bulgaria doesn't accept such.

Has anyone encountered this and is there a way around it without hassle at customs once it reaches?

I called the United States Postal Service office today and they told me there's nothing listed about Bulgaria not accepting personal effects or used electronics.

And UPS said that UPS and FedEx are held to different rules, whereas USPS is government to government so no such restrictions.
