seems you dont need to find a penguin anymore now - just fill in the form.

Yea I checked out the source and filled out the form. I wonder what it's supposed to be all about other than the contest...

I can't get this form to pop up and after filling in the form details in the URL, they were just ignored.

If you wait for exactlly the 9 minute mark that is where the penguin will apear for about 2 seconds in the middle of the table, just click on him, or edit the css to remove the:
