They're just rumours. I just updated my ancient pc (800MHz athlon, 512M ram) to a distribution that has kde 4.1 by default and it is barely usable. Kde 3.5 ran decently on the same machine.
On the laptop (1.6GHz centrino) it works well, but it still feels slower than 3.5.
I doubt it can run on the tablet limited hardware.

I read Qt4 is more optimized for speed than Qt3

perhaps that was base for rumors
