In "control Panel" click on "Text input settings" to change keyboard options.

I have tried that already but it does not give me the option.
Under General I see:
Launch finger keyboard: with finger and stylus, with finger, or never.
Launch finger keyboard is checked.
Then there is handwriting.Input.
Handwriting speed.
Language is the only other thing there to choose.

Thanks for replying though.

Drop down menu? Have to show my ignorance and ask you to be more specific. Do you mean drop down menu in control panel? If so I see nothing to set but the size of icons. If you mean a drop down box when I use the keyboard, there is not one.

go to control panel > text input settings. There is a entry named "launch finger keyboard" with a drop down menu next to it, with the option: with finger, with finger and stylus, never.

with finger: the full screen keyboard shows up if a text input area is tapped using a finger sized object.

with finger and stylus: the full screen keyboard is always shown when a text input area is tapped (what the initial post seems to describe).

never: the full screen keyboard never shows up when a text input area is tapped.
