I have tried the procedure that you show removing any entry that matches the BT address from anything in /var/lib/bluetooth/ and in /var/lib/gconf/system/bluetooth/device/

After the only different that i found is in file:

/var/lib/gconf/system/bluetooth/device/xx:xx:xx:xx:xx:xx

Before i have:

after few moments the Bluetooth symbol become blue and the gps bt is connected, after ~5 seconds the Bluetooth symbol become white and the phrase
