Well, that's quite different from what I'd consider a bicycle.
In Germany that would be considered a "Mofa" [1] (Motorfahrrad = motor bicycle) - due to changes in legal classifications an almost extinct category of vehicles somewhere between bicycles and motor bikes.
I think here, the heaviest vehicle that people would still see as a bicycle would be a fatbike with an electric motor, which would make it a "Pedelec" [2] by German law.
