It does install under SFOS 2.1.4, if you have PM2's "Developer mode" switched on in its pulley menu, but one cannot apply it (as files to patch were altered since SFOS 2.1.3). But I also assume that @explit updated SFOS without having all Patches unapplied, which is strongly recommended to avoid.
