I have version 1.44.03 and pulseaudio cpu usage is 0.1% with Mstardict. I had same problem also with GPXView and when I upgraded espeak from extras-testing pulseaudio cpu issue was fixed also there.
I previously didn't have any version of espeak installed; when I installed 1.44.03 the problem went away. Maybe espeak should be a dependency of Mstardict?

Thanks for the help. I'm glad to be able to keep it open at all times and still have good battery life.
