One option might be FCZone Whiteboard Component (or equivalent) and a suitable Flash server.

I don't think Garnet VM allows Palm OS applications to use the tablet's Bluetooth yet, but if it did, InkStorm might be a solution.

A native InkStorm-like would be nifty.
