I did also couldn't chroot into that image from the Maemo system. I use it on a micro sd-card along with u-boot. The Maemo kernel is too old to install packages from Kali's sana repo and others. The latest libc6:armhf package has support for minimum kernel version of 2.6.32 and above. Maybe this will help you to chroot into it anyway.
