You don't need to extract it on the phone. Extract it on the PC and copy to the phone. I used tar because a) the TMO uploader did not like files with no extension and said it was too big when I simply remnamed it to ssu.txt and b) the tar gives you the full properties (original time stamp, owner, access rights).

Or use Custodian's method. I was not sure pkcon would work without ssu.
