In any case, I'd prefer an active radio (Nokia) in the concrete for about 2 weeks over the radioactive stuff that lasts for 2 million years.

Regarding best phone: I would be going for something like an Nokia E71.
It used to be large but now it is a small and elegant classic, battery life is good.
Sound recording is good, music player, full hardware keyboard, 3G, BT for thetering, Wifi, GPS, built in SIP etc...GPS that can always guide you back to point x or y, SD-card slot.

Easy to maintain and hard to destroy.
