The few times I activated developer-mode without an internet connection and due to a corrupt download once was to manually install the various developer-mode deb files from filebox/case. Simply clicking them at first didn't allow me to install the archives except busybox and one other package (forgot name). I then installed coderus' hack installer and installed the packages one by one (this worked everytime).

developer-mode does get activated this way. But, I couldn't deactivate it using the toggle switch in settings->security->developer mode.

There should be a better way than this for sure I guess.
