Not really. The UI is bound with Gecko in such way (IPC) that the license doesn't affect it (unless I'm mistaken). So it's a gesture of good will. Jolla phrased it this way:

Our objective is to make this the first step to get official support from Mozilla Corp. to a mobile browser based on Gecko and embedded in Qt.

And I expect them to open other applications, primarily all communication ones which are critical from privacy perspective.
