Seems the deb file is not in your current directory.
Move/copy it to the current directory, from where it is downloaded and then try again

# chown root telepathy-gabble_0.8.13-0maemo3+0m5_armel.deb

# dpkg -i /root/telepathy-gabble_0.8.13-0maemo3+0m5_armel.deb
