The Droid 4 may be ancient and obsolete, but it's got a better processor, camera and display(*) than the neo900 will have.

If you just want ssh, GNU utilities, gcc, Python, numpy, etc but don't care about (usable) linux graphics, just get an Android phone and install GNUROOT Debian and/or termux. That's what I've done...
