All I can say that I'm not seeing anything of the issues you're having. The updates have improved the device steadily, and the 1.3 is the best as of yet.
And the same goes for all the N9's I have...

The problem seems to be related to tracker, as gallery gets the imagelist from tracker. A complete cache clear or/and tracker reinstall should lead somewhere, I don't have the time to try that,...

There's no way anybody can give you a definitive answer. It's all subjective... The N950's front cam works quite well, with very little lag. At home, with total darkness outside, with one ceiling...
