Wifi hotspot is sufficient in emergency situations, it lets me browse the web on multiple PCs. Since windows 10 won't find your n9, a free Wefi app makes it work.

Regarding Skype, they dropped support for older devices in October so this could be the issue.

Wow, this looks like a serious alterations. I would start with unplugging both the screen & battery and cleaning the connectors. My N9 had kinda different symptoms though - power led was blinking...
