It turns out that, instead of a TEXINPUTS folder, what is needed is a local TEXMF tree, otherwise it seems that only the .sty and .tex files are...

Try this. In Settings > Phone
check the Call Forwarding for "no answer in 20 seconds, unavailable or busy" and in
Settings > Phone > Forward to:
input your google voice number as +1XXXYYYYYYY .
